District Statutory Urban Renewal Plan
The project proposes a district-level statutory planning scheme for an urban renewal and redevelopment complex in Eilat.
Planned as a demolition and reconstruction (Pinui-Binui) project, the site is located adjacent to the Neve Midbar neighborhood, south of Yerboa Street, with a commercial frontage along Sheshet HaYamim Boulevard.

The plan covers an area of approximately 17.6 dunams and seeks to strengthen the urban presence of Sheshet HaYamim Boulevard while renewing the former university complex.
The proposal is based on the reallocation of land between underutilized university grounds and an existing residential compound currently comprising 72 housing units.

The new development proposes a total of 422 housing units, of which 20 percent are small residential units.
The plan includes commercial spaces along an active street frontage facing Sheshet HaYamim Boulevard and a new internal public open space.
The existing residential buildings within the compound are repurposed for public institutions, including student housing and neighborhood-level public uses such as kindergartens and day-care facilities.

The built form combines three residential towers positioned above a podium of perimeter block development and a continuous commercial frontage.
In addition, the plan proposes two public open spaces that strengthen the relationship between the neighborhood and the wider urban fabric.
